Public procurement

Who regulates public procurement in Guinea, and where do SangoBids' notices come from?

The ARMP (Autorité de régulation des marchés publics) is the regulator: its Dispute Settlement Committee hears appeals after the prior appeal to the buyer, it can sanction companies and keeps the blacklist. The DGCMP (Direction générale du contrôle des marchés publics) controls how contracts are awarded. Guinean notices are published on several official sites: TELEMO (telemo.gov.gn), the national portal now being rolled out, the DGCMP (dgcmp.gov.gn) and the ARMP (armpguinee.org), whose website also publishes minutes, procurement plans and its decisions. SangoBids collects TELEMO, the JAO tender journal (jaoguinee.com) and the World Bank Procurement Notices API, which covers Guinean contracts that are financed or co-financed.

Which documents do I need to bid in Guinea?

The tender documents state the documents required. A single envelope contains the application, the bid bond (1% to 2% of the estimated contract value, except for intellectual services) and, separately, the technical and financial offers, with the signed deed of commitment. Valid tax and social security certificates are required only from the successful bidder, within 15 days of notification. All documents are in French.

What are the public procurement thresholds in Guinea?

Since order A/2026/190, a tender is mandatory from 2 billion GNF for State works, 1.5 billion for State supplies and ordinary services and 1 billion for intellectual services. Regional services and communes have their own thresholds. Below that, a request for quotation is mandatory from 50 million GNF.

Who runs procurement and who controls it in Guinea?

Each contracting authority runs its own procurement: its PRMP (person responsible for public contracts), its procurement unit and its procurement committee receive and open the bids, evaluate the offers and sign the contract. The DGCMP (General Directorate for Public Procurement Control), attached to the Ministry of Finance, carries out prior and ex-post control: it reviews the tender documents before launch, gives the no-objection opinion on the evaluation report and endorses contracts. It was called the National Directorate for Public Procurement Control (DNCMP) in the 2018 to 2021 texts; some guides still use the acronym DNMP. The Minister of Economy, Finance and Budget approves contracts or delegates this power.
